- Pricing: Max, the plan its help center lists with AI actors, is $24.99/month with 500 credits. Frontier is $69.99/month with 1,400 credits. The pricing page notes that its prices are for iOS plans.

Its plans list more than 5,000 public avatars, and Avatar 4 videos run up to 180 seconds.
- Pricing: Pro is $29/month with 80 credits, which Topview puts at about 53 seconds of Seedance 2.5 video at 720p. On yearly billing it is $16/month, with 960 credits for the year upfront. Business is $75/month with 250 credits, and Ultra $120/month (list price $150) with 500.

The real-creator option: Billo
Billo is a creator marketplace, not an AI tool. It belongs here as the benchmark every AI UGC video generator is trying to match: a real person filming your real product. Billo's homepage lists more than 5,000 vetted creators, and its own site says pricing starts at $99 per video, bought as video packs, with its CreativeOps data layer as an optional subscription. Its pricing page sits behind a login.
- What only a person can do: post on their own profile and let you run partnership ads from their handle, both of which Billo offers.
- When to pick it: when the ad depends on a real experience, such as how a fabric feels, or to test a human creator against your best AI ad. The creator needs your product first, so it is slower than an AI render.
What one AI UGC ad costs
Plan prices hide the number that matters: what one finished ad costs. We took each entry plan and worked out a 15-second ad from the vendor's own credit rates. This is before retakes, which every tool charges for.

Rates from each vendor's pricing page or help center. "About per ad" is our arithmetic: the monthly plan price times the share of the plan's credits one ad uses, so it assumes you use every credit. HeyGen's own example prorates its per-minute rate for a shorter scene. Taxes, retakes and editing are extra.
Two patterns stand out. Talking-avatar tools are the cheapest per second, because the model mostly animates a presenter. Tools that generate the whole scene, with the product being handled in a room, run a video model such as Seedance for every second, and within the same tool that costs more: HeyGen's Seedance mode uses 120 credits a minute against 31 for Avatar IV, and 15 seconds of Seedance 2.5 on Topview's Pro plan comes to about $8.
Then count only the ads you would run. If one take in three is good enough to publish, the real cost per ad triples, so a tool that gets the product right more often can beat a cheaper credit rate.
How to label AI people honestly
An AI actor holding your product is an ad, not a customer. Here is what the official sources say:
- The FTC (US). Its rule on consumer reviews and testimonials, in effect since October 21, 2024, bans fake reviews and testimonials. The FTC's Q&A says the rule has "no blanket prohibition on the use of AI-generated avatars in marketing", but an avatar's testimonial breaks the rule if the underlying testimonial is fake or false, and using avatars or actors to portray testimonialists can still be deceptive under the FTC Act.
- New York. A state law signed on December 11, 2025 and in force 180 days later requires a business that produces or creates an ad for a commercial purpose to conspicuously disclose any synthetic performer in it, where it knows one is there. Fines are $1,000 for a first violation and $5,000 after that. Audio ads and AI used only to translate a human performer are exempt.
- Meta. Its help center says ads made or materially edited with Meta's own generative AI features get an "AI info" label, shown next to "Sponsored" when the ad includes an AI-generated photorealistic human. For ads made with third-party AI tools, Meta's newsroom post (updated June 1, 2026) says it will detect them through industry-standard signals and add "AI info" in About this ad, while the help center still lists third-party tools among the cases with no label. Either way a label is not guaranteed, so disclosure is up to you. Social issue, election and political ads must disclose digitally created or altered media.
- Other platforms. Each ad platform sets its own rules for AI-generated content, so check the current policy before you launch.
In practice:
- Never caption an AI person as a customer, a reviewer or a verified buyer, and keep invented results ("my skin cleared in a week") out of the script.
- Add a clear "AI-generated" note wherever the law requires it, and whenever viewers could take the person for a real customer.
- Never use a real person's face or voice, a celebrity's included, without permission.
- Keep the product real: start from your own photo and check labels and prints frame by frame.
